Introduction
with divine guidance and grace, the Cellular Balance Plan of Vadalayman Ali was commissioned to correct the cell structure of the living beings by me in Austria, 2000. I registered some parts of the plan, including its metal structure in the Austrian Patent Office in the same year.

Immediately I prepared the executive projects of the plan and its construction began in few countries.

On 2002, the assembly of the plan was finished in Austria; the project design was ready for operation.

In the first stage, we succeeded with difficulty that the Cancer Research Center of Austria agreed to work with us, and then we began to work on cancer & healthy cells plan. We were given the first line of cells contains two samples, both of them were cancer Hela type (HELLA CANCER), one of them was as testifier, another was as operating (both of them were one type).

Both samples were returned to the center after 4 hours operation and Mrs. Professor Cherni, one of the senior officials of the center, took over the cells for evaluation as a result of operation.

After she reviewed the frequency of cells, surprisingly announced a bunch of these cells was completely apoptosis. It means the cell suicide.

Immediately the operation on other types of cells was continued more seriously, and almost always the same result was repeated.

More, for healthy cells response to cellular operations center, humans and animals’ healthy cells categories were tested. In some cases, operation Response was reported little stress on cell and in other cases totally were reported freshness with no symptoms.

After complete confident about safety of this method for healthy cells, the first phase of the operations began on animals.
The first animal was a dog that also had advanced prostate cancer and sarcoma glands in the foot.

Dog was in very bad condition. During the four hours treatments operations, sarcoma tumor in legs’ dog started to move and to become large and small.

After two weeks, the operations were continued, the tumor was loose and tight, and after the motion completely stopped and relaxes, the veterinarian aspirates it and the tumor was sent to pathology.
Result was very strange for him. No cancer cells were observed.
We entered to the humanity phase. The Patients, who had no chance of life based on other classical treatment, would be treated. Work was very hard and complicated. We had to expand cellular operations capacitiesthat they would suit patients’ diversities and their health needs. Our two-stage operation, that each stage had two cellular operations, began. Today we got three million billion cellular operations. In this meeting, the cancerous patients who have been completely cured three years ago with one thousand operations; also the cancerous patients have been recently treated with three million billion cellular operation. Our treatment is new and unique. Today it’s the first time I will describe the bases in five fundamental principles for the audience.
In these topics, very important point is the first time to propose new subjects on the fundamental activities in healthy and unhealthy cells. Except one, all of them have worked in our center and has not taken any where. In performing sake, we forced to use just some cases of Professor Taynew’s measurements from Eastern Washington University , because our reference tables were not ready to measure ourselves. We also confirmed measurements axiom and do not confirm or deny the accuracy of them.
Accurate measurement of cellular fluctuation and its organs and also living being and its organs are possible in the special atmosphere of free energy and with modern precision and tools that the professor did not have them.
Our center has provided the facilities. We hope to prepare a full accurate fluctuation table of the cell and its organs; also fluctuation of living being and their organs and to present to scientific communities.
